The Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021 "Enbek", Resolution of the Government of the Republic of Kazakhstan of December 29, 2016 No. 919.
The goal of the Program for the Development of Productive Employment and Mass Entrepreneurship is the promotion of productive employment of the population and the involvement of citizens in entrepreneurship.
The objectives of the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021 are:
Training of personnel with technical and vocational education, taking into account the needs of the labor market
Short-term vocational training of workers on professions and skills demanded by the labor market.
Learning the basics of entrepreneurship.
Expansion of microcredit in the countryside and in the city.
Assistance in providing employment to the unemployed and self-employed.
Increased labor mobility.
Creating a single digital job site.
The program will be implemented in the following areas:
providing participants of the Program with technical and vocational education and short-term vocational training;
development of mass entrepreneurship;
development of the labor market through the promotion of employment and mobility of labor resources.
Program participants are youth under the age of 29, the unemployed and self-employed.
Types of state support in the second direction "Stimulating entrepreneurial initiatives"
Free training in the basics of entrepreneurship with the provision of material assistance for travel and accommodation, assistance in developing a business plan.
Providing loans / microcredit.
If you are opening your private business for the first time, the state will provide you with free training in the basics of entrepreneurship (as part of the “Bastau Business” project or as part of the first program direction) to help you The training in the basics of entrepreneurship also includes assistance in developing a business plan. In the case of finding an organization that provides training in the basics of entrepreneurship outside their permanent residence, the participants.
The unified program of support and development of business "Business Road Map 2020", approved by the Government of the Republic of Kazakhstan dated March 31, 2015 No. 168.
The Unified Business Support and Business Development Program "Business Road Map 2020" (Unified Program) was developed to implement the message of the President of the Republic of Kazakhstan to the people of Kazakhstan "New Decade - New Economic Growth - New Opportunities of Kazakhstan" and the National Development Plan of Kazakhstan until 2020, approved by the Decree of the President of the Republic Kazakhstan dated February 17, 2010 № 925.
The Unified Program is one of the mechanisms for the implementation of the State Program for Industrial-Innovative Development of the Republic of Kazakhstan for 2015-2019, and implements the tools of state support in the form of subsidizing part of the interest rate on loans / financial leasing contracts and guaranteeing loans.
In addition, the Unified Program provides for the issuance of state grants and entrepreneurship training aimed at supporting and developing small and medium-sized businesses in the Republic of Kazakhstan.
The purpose of the Unified Program: Preservation of existing and creation of new permanent jobs, as well as ensuring sustainable and balanced growth of regional entrepreneurship in non-primary sectors of the economy.
The uniform program provides 4 directions:
1. Support for new business initiatives of entrepreneurs in single-industry towns, small cities and rural settlements
2. Sectoral support for entrepreneurs operating in priority sectors of the economy and manufacturing industries
3. Reducing the currency risks of entrepreneurs
4. Non-financial measures to support entrepreneurship
State support in the framework of the first direction of the implementation of the Unified Program is to:
- subsidizing the nominal interest rate on loans / financial leasing agreements of Banks / Development Bank / Leasing companies for the implementation of projects;
- partial guaranteeing of loans from banks / development banks aimed at the implementation of projects;
- laying down the missing infrastructure to the projects of entrepreneurs;
- provision of state grants.
